• Chris Hearsey, JD, MS

    Founder & CEO

    Chris leads an international team of partners, employees, and contractors in the implementation of technology into a wide variety of markets.

    Prior to founding OSA Consulting in 2018, Chris served as Director of Legislative Affairs and DC Operations for Bigelow Aerospace - a commercial manufacturer of expandable habitat systems, including the successful development, launch, and deployment of the Bigelow Expandable Activity Module (BEAM) which has been attached to the International Space Station (ISS) since 2015 and represents the first commercial expandable habitat system deployed to the ISS.

    Chris is also a former congressional candidate in Maryland with experience running political campaigns and fundraising. In addition, Chris has significant nonprofit management and program development experience founding and managing several nonprofit organizations including co-founding The Space Court Foundation, a nonprofit that develops space law educational content and manages space law research activities working with leading experts, young professionals, and students globally.

    Chris has earned a BA from Temple University majoring in Mathematical Physics and Economics, a JD from University of Mississippi School of Law graduating with Honors in Air & Space Law, a MS from The American University majoring in Legal Theory, and a MS from University of North Dakota majoring in Space Studies.

  • Daniel Salinas-Poteryaiko

    Associate

    Daniel Salinas serves as an Associate at OSA, where he works on business development, client outreach, and consulting efforts. With a background in Economics, Daniel brings valuable experience from his roles in a negotiations firm and as the CEO of an early-stage IT company.

    Prior to joining OSA, Daniel honed his take on a complete negotiations theory which led him to work in a negotiations firm, where he was developing a training program for C-suite executives. Additionally, his experience in various cultures and markets provided him with invaluable insights into entrepreneurship and organizational dynamics in a planetary perspective as well as relationship building given various human perspectives and interests.

    Daniel holds a Bachelor of Science in Economics from the Lisbon School of Economics and Management (LSEM), with a focus on statistics, advanced calculus, game theory, strategic leadership and entrepreneurship. He is actively engaged in independent research, particularly in the domains of systems theory as it pertains to negotiations, space economy, and organizational dynamics. He has also several appearances as guest lecturer and a speaker for domains ranging from international relations, political science, mass media to space jurisprudence. His latest published article on space jurisprudence scope (Beyond Borders: Crafting a Cosmic Jurisprudence for Space Exploration) aims at capturing complexity of navigating legislation in a multilateral and multipolar cultural world.

    In his leisure time, Daniel enjoys horse riding, skiing, shooting guns, playing musical instruments, stand up and swimming. He is also passionate about reading, with a particular interest in non-fiction literature, especially in the field of aerospace.

  • Tamara Blagojević, LLM

    Junior Associate & Research Analyst

    Tamara Blagojevic is an LL.M independent researcher and writer, specializing in Environmental Law, Space law, and Cyber Law, with particular interest in issues relating to security and sustainability. She is currently serving as the Associate Director for Legal Research & Special Projects in the Space Court Foundation, as the Chief of the CNS Security Commission and as a part-time blogger for AContrario International Criminal Law blog. She is also participating as an affiliate member in the International Astronomical Union, and facilitating efforts on a national analysis of Dark Sky Protection frameworks. She has previously served as the 2022. Presidential and Parliamentary Elections in Serbia, as an Interpreter and assistant to the OSCE-ODIHR STO teams while also working as a Legal department manager for a U.S.-based for-profit corporation where she actively participated in efforts of enhancing business development and structuring and organizing internal departments and HR management relations.

    Some of her most recent published works are: the Chapter of the Green Crimes and International Criminal Law book - “To Infinity and Beyond: Finding an adequate approach to Protect against Environmental Damages in Outer Space – prevention or remediation?”; An article published by Jersey Law Commission Resolution Journal, titled “Sustainable Uses of Outer Space, Celestial Bodies and Resources as the End Game For Private Actors – Congruence Or Divergence?”; And, last, but not the least, the Article for the Spanish Law Review (AEDAE) on “A brave new world - In-space AI and space-related AI and its soon-to-be fitting legal robe”. She is currently a recognized writer and a member of the International Association of Professional Writers and Editors.

  • Daniel Christensen

    Junior Associate & Research Analyst

    Daniel serves as Junior Associate and Research Analyst with a focus on commercial spaceflight, human spaceflight, and space policy. He supports the CEO in business development, marketing, market research, and strategic decision-making.

    Daniel has a background in nuclear fusion technology, for which he won the first award from The Coalition of Plasma Science at Intel’s 2018 International Science and Engineering Fair. He pivoted from fusion technology to aerospace in 2019, following a passion that was ignited by reading Andrew Chaiken’s seminal novel about the Apollo Program, A Man On The Moon.

    In his spare time, Daniel hikes and camps in the Cascades, cooks, and plays Dungeons and Dragons.

  • Jacqui Forte

    Administrative Assistant & Business Development Lead

    Jacqui serves as Executive Assistant to the CEO and supports business development. Having spent the last 20 years working across the Oil & Gas and Humanitarian sectors, from Iraq to Sierra Leone, Jacqui is now based in the Spanish mountains where she also follows her passion of playing polo in her spare time.

    Jacqui is a qualified project manager and delivers on policy and procedure within OSA and it’s clients.

    Having worked on large, multi deliverable global projects, Jacqui has a wealth of experience and knowledge across the business streams.
